How to apply NCLEX-RN for New York State as a Foreign Educated Nurse


The 7 DIY Steps on How to Apply for

NCLEX-RN in New York State

- Hi fellow nurses! My name is Jeff. This is my road to become US-RN.


- I will share to you my experiences so we can fulfill our American Dreams together and I can be a part of your journey to success.


-  I started my application from March 2017 and took my NCLEX-RN examination March 2018.
(This includes my 1 month study on a review center)


- It took me 12 months for the whole process


- Total expenses (approx):            = (USD) $980
                                                       = (PHP) 51,012   ---In 2019 Rates


- This is the Do It Yourself process. Things you need to prepare: 

a. Computer, Printer, Typewriting or Bond paper, Pen
b. Credit Card (I don't have mine, so I asked my mom and my close friend to pay it for me as I will pay them thru debit card or cash)
c. Passport
d. Strength, Patience and Hope


Step 1:

Decide which US state


- There are 50 states in the United States of America and 5 major territories. Each has its own Board of Nursing. Each Board of Nursing has specific regulations and requirements when it comes to nurse practice like RN, LVN/LPN or NP.

 -So why New York?
* I chose New York state because of the location (I want cold climate and snow perhaps),
* At the same time my aunt who works as an RN in California suggested New York state because she has a close friend that can help me stay in her home,
* As of now they don't require SSN (Social Security Number) upon NCLEX application,
* And lastly there are no concurrency issues unlike some states.

Step 2:

Create CGFNS account and accomplish Credential Verification Service (CVS) forms


- I call it the "Checker"

- CGFNS (Commission on Graduates of Foreign Nursing Schools) is an immigration nonprofit organization that assesses and validates our academic credentials (college transcript of records) and professional credentials (PRC license of the Philippines).

- CGFNS needs to assess and validate our credentials since we graduated nursing outside the United States.

- It is the longest part of the process, that's why you need to apply for this first before the other steps. It usually takes up to 1 year, but 8 months for me.

- CGFNS-CVS is specified only for New York state. Don't be confused with CGFNS-CES, which is for the other states.


After you open the link, click Apply on the upper part of the screen then create an account afterwards


- After creating an account, answer the series of questions and information that you need to fill-up online which will reflect to the 3 forms right after. Double check the data you provided before printing out the forms.

- The 3 forms are:
Authorization for Verification of Academic Records/Transcripts,
(this is the form that you allow CGFNS to validate your T.O.R from your school),

Authorization for Validation of Licensure/Registration
(this is the form that you allow CGFNS to validate your RN license from the authority, like PRC from Philippines)

Signed Notarized Application
(this is the form that shows most of your data, make sure you signed it with the same date as you notarized it. I got mine returned by CGFNS because the date I signed it and the date I notarized this form are not the same. Learn from my mistake to avoid any delays)

- Notarization cost me Php 450 or $8 less.
(but I made 2nd attempt, so I spend double for that amount.)

- When all is set, mail the 3 forms to P.O Box 8628, Philadelphia PA 19101-8628 USA
(send it through local post office as large courier companies like FedEx, DHL or UPS doesn't allow shipment to P.O Box. addresses) Cost me for about Php1000 or $20 less.

- Then to know what is the status of your credentials and forms, just login to your CGFNS account form time to time. I usually type CGFNS connect on the web browser, it will direct you to the login page. 

- On your account, under the Order requirements, then on the "Issued report" section, you should see the status mailed. Meaning, your credentials was sent to NYSED already. (Yehey!)

- But it takes a very long time. Depends on how your School and the License Authority (PRC from the Philippines) responds to send your credentials to CGFNS. This is the waiting game of the whole process.

- But, while waiting for that mailed status, you can proceed to step 3 now.


Step 3:

Start an application to NYSED


- I call it, the "Reviewer"

- NYSED (New York State Education Department) is the responsible for the administration of state tests and regents examination.

- They will receive the report of your credentials from CGFNS.

- Go online, start an application for Registered Nurse
(this link directs you to Online Form 1 - Application for Licensure)


There's a lot of questions and information that you need to fill-up on this application

- Others say, they filled-up and print out Online Form 1, then they mailed it to NYSED with their diploma. For me, as a foreign graduate nurse from the Philippines, we applied just online. No need to send the forms thru mail.

E-mail notification that I applied to NYSED online

- At the end of online application, you need to pay $143 via Credit Card.

- Once your'e done with the NYSED application, you should proceed to Step 4 to save time, while waiting for the "NYS NCLEX approval" E-mail (sometimes they call it Eligibility Letter)

- And if your credentials are reviewed and approved by NYSED, they will send you an
E-mail ("NYS NCLEX approval" or Eligibility Letter) that your education has been approved. This is the another waiting game. I got mine for a month.


Step 4:

Take the two New York Mandated Courses


- While waiting for the approval letter from NYSED, you can start your training for these courses.

- The two short courses that you have to complete and submit to NYSED are:
Child Abuse Training and Infection Control Training

- You don't need to travel in New York, USA to take these courses. There are online courses and some will directly send the report to NYSED that you completed the training.


- Each courses will cost you for about $20-$40, that you can to pay thru Credit Card

- For me, I skipped to take this courses. Remember on Step 3, as I completed my online application on NYSED, there's a question and an option that you can just submit the mandated courses' report/certificate to them later.


Step 5:

Register to Pearson Vue


- I call it, the "Test manager"

- Pearson Vue delivers the exams. We are taking the exam to become RN of  USA, which falls to the test we call NCLEX-RN.

- Once you received your Eligibility Letter from New York,  you can start creating an account on Pearson Vue.

- Go online and register http://www.pearsonvue.com/nclex/



- At the end of registration process, you need to pay $200

- After registration, you need to wait for the Authorization To Test (ATT) letter. You will receive your ATT from Pearson Vue via E-mail. 
(I got my ATT 1 day after registration from Pearson Vue)


Step 6:

Schedule your Exam on Pearson Vue


-Once you got your ATT, go online again on your Pearson Vue account and schedule your NCLEX-RN Examination.

- You should schedule your exam within the validity dates written on the ATT.

- At the end of your booking process for you exam date, additional payment of $160 for test takers outside the USA. I paid it thru Credit Card.



Step 7:

Take the NCLEX-RN Examination


- This is it! After the long wait, we reached the main event of becoming US-RN.

- If you're an international test taker, you need to provide your Passport on your test/exam day. Make sure you have your signature on your passport, and the information on your passport same as you entered on Pearson Vue registration. If local in the states, you can use your driver's license or green card.

- There are more instructions and admission policies on the ATT.

- For your exam results, you can view it from your Pearson Vue account and purchase Quick results if you don't want to wait for a month knowing you failed or passed.

I have a question,i might as well fire away :) Have you heard that an ny rn licensure applicant can waive CGFNS. There's an option to have NYSED review credentials directly? My uni here have mailed mine to them and also the registration body has mailed req. docs to them last 28th June 2019...I am hoping if you know how much time do i have to wait for NYSED to send pearson view att?(or how long it takes for them to review my credentials. im aware u used CGFNS but still thought i'd give it a shot to ask you.     1. Hello Joahna. If you graduated Nursing in a foreign country except US, yes. You need to go through the process of reviewing your credentials through CGFNS.
      For me, I waited 4 months for CGFNS do their job. Then after they checked my credentials, another 1 month waiting for New York to review your credentials from CGFNS. This span of time might be frustrating to you. But all you need to do is wait and plan for your nclex review. Good luck! Keep us posted.

      I am from Sydney and I am also applying for my USRN. I just wanted to ask how did you get your UNI and AHPRA to send directly the documents to CGFNS? and also, did you just email your UNI and AHPRA the required downloadable forms from CGFNS that they need to accomplished?

  3. Hello, Jeff.

    Regarding NYSED Application for Licensure Form 1, you said you filled it up online only, so you didn't actually download the form and filled it up handwritten, then sent it to NYSED thru courier, right. Just online-everything? Okay, uhm, are there no parts in Form 1 that require a signature? If yes, then how did you go about it? Did it not need be notarized anymore?

    Also, the signature. Just your actual signature, or must you sign with your full name written in cursive? There was one blog that mentioned how her papers got returned and she had to send another form because of her using her usual signature.

    One last thing - so there is an option to pay for credit card? When you fill-up the forms online? Because based on most blog posts that I've come across, they paid using bank drafts.

    Help, please. I'm kind of stuck in this part of the process, really confused, don't know who else to ask.

    1. Hi there, sorry for my late response

      First, NYSED application is pure online registration. I didn't send any hard copy forms to them. Upon registration on the last part, they will ask you to sign, but what you're gonna do is type in your name on the space provided then that is your signature online. No need for notarization on NYSED application.

      Second, signature on CGFNS application, Yes. I saw one comment about it. I signed my papers as my cursive full name, not the real signature that they will not understand.

      And for your last question, Yes. They all have options for Credit Card payment. From CGFNS, NYSED and Pearson.
      As far as I'm concern, they need to update their own blog post about this.
      You can still do bank drafts though, but credit card payment is much better and hassle free.
      Actually, I asked my friend to pay for me because I only got debit card, then I just paid my friend cash for the expenses I made.

    1. Hey @Jacq I watched a youtube video about it. You might find it helpful.
      She gave 2f and 3f forms to the school and prc. The only disadvantage when you do not go through cgfns, no one will keep your documents for you (lifetime) which you might use when you want to change states (not sure if this last part is as correct as I understand in some comments).     2. That's nice! But hey, if you're gonna apply as a nurse in the US through agency, they might transfer you to different states or there are some vacancies in other states like Texas or Florida. In which, if you dont have CGFNS credentials verified you're gonna start applying license to the new state from scratch.

      Unless if you're forever gonna stay in New York state. Which I doubt.

    1. Hi there! Salamat. Btw, my name is Jeff not Kevin. Lol

      Regarding to your first question, Yes! You need to submit both courses as both are needed by NYSED.

      When I enrolled myself onto Child Abuse and Infection Control course, they submitted my certificates to NYSED for me. So all you need to do is just sit down on a computer, take the two courses and pay for it. You can do that in just one day.

      Second question, I'm assuming you're referring to "Step 3". NO need for any attachement of diploma and the two certificates with the Form 1.

      On NYSED online application, all you need to do is fill-up the online application Form 1. Then that's it. Your'e done on Step 3.

    I haven't practised as a nurse since six years and I graduated ten years back and I haven't attended any language test. Do I still forward application for New York NCLEX?

    1. Are you from the PH? Yes, as long as you graduated BSN, you're fine. I'm not sure if active PH-RN license is a requirement. As I have my auntie's friend, she's wife of a seaman, they are financially stable in the Philippines, but when oppurtunity knocks your door, can't resist it for your family.

      For the language test, as of now New York doesn't require TOEFL or any language exam for Foreign Educated Nurses.

    3. The BON in the state of New York doesn't require IELTS or TOEFL to get your NY-RN license. In some other states, they do.

  7. Hello! I am a nurse from the PH who is currently working in the UK. That being said, I currently hold a license from here as well. Does that mean I need two 3F Forms, one from PRC and one from here? Thank you for your help and God bless.

    1. Hi Maria, that's good to hear you're working in UK. I'm assuming you didn't use CGFNS for your credentails evaluation? Submitting two 3F Forms is the right thing to do as you hold/held two RN licenses.

  8. Hi sir. I first started with an NYsed application followed by the required NY mandated course and lastly, I decided to used CGFNS service. I remember when filling out Qs in NYsed app. They asked if you have CGFNS ( I answered NO). Have you encountered same question before if they can edit their NY app? CGFNS already send my requirements to NY. Kinakabahan kasi ako baka hindi matanggap. Huhu! Sayang ang effort and money.

    1. Hi K, I think you cannot do log in and edit your answer on New York online application as it was already been done. But if there''s changes, you may need to contact NYSED for your application.
      Because NYSED application doesn't offer log ins unlike CGFNS account if you want to edit your data.

    2. I hope this will help everyone. You don't need to re-apply to NYSED again. I just contacted them thru email (NYSED - office of the profession). After a month, they replied and informed me they received my CGFNS documents and my eligibility. So, next step is PearsonVue na. :))

    1. You can start registration to Pearson View by creating an account. Then wait for Eligibility letter coming from New York BON. Once you got that, sign in to your Pearson View account then schedule for NCLEX exam. Good luck!

    3. You should receive your ATT within 48 hours after registration on Pearson Vue. If the ATT still haven't arrived yet, just call NYSED or send them an email inquiring about your ATT. Also, they have detailed instructions in your Eligibility letter on how to contact them. Good luck!

    1. When you received you Eligibility letter from NYSED, you need to register ahead on Pearson Vue. But I remember someone said that the validity of Eligibility letter is good for a year. I'm NOT SURE about that though!

      You need to contact NYSED thru call or E-mail shown on your Eligibility letter.

      If you already been registered on Pearson Vue before your Eligibilty letter arrived, they will send you ATT for about days to weeks. And on that ATT, there are validity dates written (usually within 3 months) that you need to take the NCLEX within those dates.

    1. Hi there. The answer is not really. It depends if you chose "submit later" option regarding the 2 mandated courses upon filling up application on NYSED (on Step 3)

      In my case, I chose the "submit later" option on NYSED application. I took the 2 mandated courses after my NCLEX.

      My suggestion is to take the 2 online course before sitting for NCLEX. It saves you time by taking them while waiting for your Eligibility letter and ATT.

  13. Very informative. Thank you for the informations! I would like to ask with regards to CGFNS. Can I submit an original scanned copy of my TOR, license to CGFNS for verification? Or I really need to mail it directly to CGFNS?

    1. Thank you! If you're using CGFNS-CVS for New York state, your TOR should be sent from your school. Because after you notarized your CGFNS application, you already gave permission to CGFNS to contact your school that CGFNS needed your TOR. Same as for the license. Plus, I think CGFNS shoulders the payment for shipping back the credentials to them.

      In short, all you need to do is just to follow-up your school and your license regulator if they already sent back your credentials to CGFNS.

      In any case your school doesn't want to send back your TOR due to other reasons, just ask for the duplicate of your TOR and let them put it in the sealed envelope that CGFNS gave them. Then mail the envelope back to CGNFS. Original duplicate only! CGFNS doesn't want scanned documents. Trust me, your school can provide another TOR.

      But for the license regulator, (in my case the PRC from the Philippines), all you need to do is to wait for them to send back your credential to CGFNS.

I tried to edit it out but di na yata pwede since I submitted it na... late ko na narealize na may mga maling entries ako. any idea kung paano po mababago yung information? I havent paid the fee, nagdadalawang isip ako kasi if magbabayad na ako or wait nalang muna for the corrections

    4. You can change some basic information on your CGFNS account. Just log in, and click on your profile.

      Submitted meaning you already notarized the forms and sent them to CGFNS? If that's the case, and the corrections are in those papers, you need to call CGFNS for any corrections.

      One last question po. Where did you a apply para maka pagwork sa NYC? From here sa pinas as immigrant/non-immigrant, or working visa? or pumunta ka sa US as a tourist then jan na nag apply? by the way, I have a tourist visa USA.

      I have friends po kc sa California. They went there as a tourist, doon nag apply. when nkahanap cla nang hospital na magprocess nang non-immigrant visa nila. they went back to PH. then dito na cla naghintay nang visa nila.

    1. You can process your license registration without using CGFNS. Just fill up the section 1 of "Form 2F Certification of Foreign Nursing Education" and let your nursing school fill up the section 2 of the form. Then your school should mail it back to New York Board of Nursing. The pros for that, you can avoid using CGFNS for checking your credentials which takes time and quite expensive. The cons, your nursing school should mail it back to New York Board of Nursing. Some nursing schools doesn't mail back forms because it's also expensive for them to send a mail internationally. If it is you who mail it back to them, New York BON will not accept it. Another thing is, if you decided to transfer/endorse your New York RN license into another state, you don't have CGFNS where you can just let them send your credentials to a different state. Meaning, if you're moving to different US state to work, and that state requires your credentials to be reviewed by CGFNS, you might find it hard to endorse your New York RN license.

      In my opinion, it's best to take CGFNS for your credentials evaluation. Because your credentials will be stored in CGFNS for a long time that when you need them, they will send the evaluations. Good luck!

    1. Hi there, is your 3 year diploma a Bachelor's Degree? Or Associate degree?
      We have CGFNS to evaluate your school credentials whether it meets the criteria of being an RN in New York state. If it is Bachelors, you can be an RN. If not, you can apply for LPN.

      As for work experience, New York BON doesn't require you to have work experience in order to get RN license. But some of those big and nice hospitals wanted you to have work experience before they hire you here.

    3. Are you already here in the states? Or you're currently living in Indonesia?
      If you are in the USA already as a legal US resident or US citizen, then the answer is yes. If your credentials are checked by CGFNS and/or NY BON, then passing the NCLEX is needed in order for you to get licensed in the state of New York. Not just New York City.

      If you're currently living in Indonesia, once you processed your credentials, you can sit for NCLEX later on and become New York RN even though you're not in the USA just yet.
      But going in America is another topic. Because you need working visa in order to work here as a Registered Nurse. Or you need to be a legal resident for you to get working here.

  17. Hi! I have a question. I already have a CGFNS record when I applied to Texas. Unfortunately, I can't take my exam here anymore unless I take some courses again so I decided to apply in New York. Do you think they will honor my previous record or would I need to redo my CGFNS application for NY? I did indicate in my online application form that I have a previous record.

    1. Hi there, regarding your question, you need to confirm that by calling NYSED or NY Board of Nursing. Because I think in Texas, their CGFNS is CGFNS-CES, in New York state, its CGFNS-CVS. I think it's not a big deal, but just to be sure, call NYSED if they accept CGFNS-CES records.

    1. Hi Ceecee, I guess I already answered your question. But for the sake of everyone who read this, my answer will be the same. You should not have in contact with any transactions between your school and CGFNS if your going to use CGFNS to review your credentials.

      But, if you decided to use form 2F, I have no clue if it's just TOR that your school need send or diploma should be included. You might need to call NYSED instead. As I used CGFNS to have my license and school credentials be reviewed.

    1. NCLEX is a requirement in every US state and territories in order for you to work as a Registered Nurse. But IELTS or other English proficiency examinations like TOEFL or Pearson Test of English varies in each US states or territories, especially if you are foreign educated nurse that English is not your primary language. Currently, New York Board of Nursing doesn't require you to pass any IELTS, TOEFL or PTE to become licensed as a Registered Nurse in New York state.

  21. Hello, I am a BSN batch 2011 and is currently working as a Dentist. I want to pursue my nursing career in the US and would just like to ask if you have any hospital experience before taking nclex?

    I would also like to ask for an advice if I should try to work as a nurse now and get atleast 1 year experience. I have no prior nursing experience. I am also currently 30yo.

    1. Hi John, No need for hospital experience before taking the NCLEX. Whether you graduated nursing in the US or outside US.

      I'm guessing you are residing outside the US? With that said, there are some US hospitals and local job agencies that has specific requirements in order for you to apply for work/working visa. I'm not familiar with each one of those. I'm only here to help you process your NCLEX in New York state.

      It is best to research for local job agencies there and inquire what are the job postings, also you can look what's in demand. Like for example med-surg nurse, ICU nurse. So if they require you to have hospital experience before working as US-RN, you can work there as an RN from your country and accumulate some hospital experiences as a nurse.

      Age doesn't matter. I have known a lot of friends and colleagues above 30yo.

      So we are on step 2. After you go online on CGFNS and fill-up your application, you need to print out those documents.

      Namley: Autho. for Veri. of Academic Records, Autho. for Vali. of Licensure and Signed Notarized Application.

      Signed Notarize Application is were you need to notarized that paper. You need to check first that all information you input there if they are correct.

      After that, mail the 3 documents to CGFNS.
      And just wait and check your CGFNS account online for an update that CGFNS received them and there's no corrections.

    I have done the payment in cgfns and i am in procces to notarize the documents . But i am not in the usa for the moment i am applying from my country , Albania .
    So the notart must be licensed in usa or i can notarize the documents in my contry and post them in the cgfns address .
    And another question , do i need to send any document here in my schools in my contry or cgfns sent them ?

    1. Hi Dorina, sorry for my late response. About the notarization, you can also process and notarize your CGFNS documents from your country.

      For the second question, on the CGFNS process, after you submit those 3 forms to CGFNS, all you need to do is just wait and monitor the progress on your CGFNS account.
      After CGFNS received your 3 forms and its all good, CGFNS will contact your Nursing school and your country's Licensing authority to ask them to send your credentials back to them so they can check your credentials if they are legit.

    2. Hi Ashley, you have an option for using the CGFNS or not. But if you are not using CGFNS, you might face some problems in the future if ever you decide to transfer into another state. Because some states requires your School transcript and License authority to be checked by CGFNS. With the use of GCFNS, your credentials can be stored for initially 4 years then you can extend those. So if ever you want to move out of New York and transfer on another state, its easy to process.

    1. Hi there! Thank you for the compliment.

      Regarding with your clarifications, on the first one, I think you need to redo your CGFNS because Visa Screen is quite different from CGFNS-CVS (which is solely for New York state). Also, giving a call to CGFNS is a better way to double check, who knows that they might consider.

      For the second question, it is better to finish or do the step 2 first, because that will take a lot of time. After you're done with the step 2, proceed to step 3 which is applying for NYSED. Good luck!

    1. Definitely! I'm already a Registered Nurse from NY state and I did it because of my DIY!
      About the employer, there are several of them that really in need of nurses. And they prefer those who already passed NCLEX. That is why CGFNS is important because if the employer says we are in need of nurses in this different state (not NY state), they can easily help you to transfer your license from NY state to a state were they have jobs currently available. And that is the benefit of having CGFNS.
      BTW, my blog is really to assist you all on sitting for NCLEX. Going and working here in the US is another story. It will really depend on your chosen agency in your country. Good luck and take care!

      Regarding with CGFNS-CVS application, you don't need passport on that step.
      But, if you notarized your "Signed Notarized Application" form to a Notarization office, they will ask for your ID. And you can show different valid government issued ID like your country's license professional ID or drivers license, etc.

      So when do you need to have your passport in your hands? That is before you register for Pearson vue or yet, before you schedule your NCLEX exam on Pearson Vue. Because passport is what they prefer as your identification on your examination day.

    I saw your post last year and I want to thank you for clarifying much the information for processing NCLEX applications under NY.

    I want to ask you for advice on how to proceed with my application. I graduated on March 2020 and was suppose to take my boards on June 2020. However, due to COVID, the boards exam is postponed until May 2021.

    Im still reviewing for the boards at the moment but I want to get started on the application. My question is.. am I able to submit my school credentials first to CGFNS and submit my PRC license later after I pass the boards? Or should I wait and submit both school credentials and license within the same week/month?

    For the Authorization for Verifications of Academic Records, is this the form I will file with my school to send to CGFNS, along with my TOR, RLE?

    For the Authorization for Validation of Licensure, is this the form I will file with PRC?

    And are the 3 forms mailed separately?

    1. Hi Renzo! Regarding with your first question, I think it's best to wait until you will be able to submit your PRC credentials. But on the other hand, you can also process your school credentials first, as long as you will be able to process the PRC documents ASAP. Because there are deadline for the CGFNS to be able for them to receive all documents from your school and PRC.

      For the Authorization for Verifications of Academic Records, it is a form that you will send to CGFNS in which you authorize CGFNS to get a copy of your credentials from your school. After you sent this form to CGFNS (including the other 2 forms), CGFNS will then contact your school to ask for a copy of your credentials. Then your school should send back your credentials to CGFNS. After that, CGFNS will now check your credentials if they are legit.

      Same as with PRC. Once you submit the 3 forms to CGFNS, you don't need to worry about anything because the transactions now are between CGFNS and your school, CGFNS and PRC. The 3 forms are NOT mailed separately. You should submit and mail the 3 forms to CGFNS.

      Please re-read step 2. Its all there.

      From what I remembered, you can process your NCLEX because New York board of Nursing doesn't require you to be license as a registered nurse in your country.

      Reagrds to your questions, it will depend on the state that you're moving to. You're not going to take NCLEX again, because you are already an RN from New York state.
      But what you might be going to do, is if the state you're moving on to, requires your credentials to be verified by CGFNS, you need to process CGFNS based on a state you plan to move. That's going to be probably CGFNS-CES. Because CGFNS-CVS is only for New York state.
      And then the waiting game starts until CGFNS fully checked that your credentials are legit.

    1. Hi Joe, what application you're talking about? Step 2 creating CGFNS account or Step 3 NYSED application?

      For Step 2 creating CGFNS account, you can log in to your account and edit back some information that you need to finish.

      Now, if it is Step 3 NYSED application, from what I remember, it is one time application. If you already have an ID it means they already have your name and info on their site. If you need to correct some of your info or other changes, you need to contact NYSED to change and update your info.

  36. Good day! I would like to ask this scenario that might happen in the future. I process my credential evaluation through CGFNS-CVS for New York then pass the NCLEX and become USRN in New York. After 1 year working as a nurse in New York, I change my mind and want to move to California and practice my profession as a nurse. Do I need my credentials to be evaluated again before moving to another state? Thank you!

    1. Hi Grace, Yes! California Board of Nursing has different sets of requirements as compared to New York BON and other state's BON. You need to submit their required documents in order for you to transfer your NY license to California. Not only California BON will require your credentials, you might study nursing again. Because California is strict and most foreign educated nurses doesn't have the same number of units as the California nursing grads.
      Having CGFNS is much better because they store your credentials for 4 years. And you can extend that so in the future you need to move to different state, it is easy to access.

  37. Hi Jeff, I happen to bumped into your blog and I appreciate your concern and support to all those who expressed interest to work here in the US... I hope you won't mind if Ill dive in with my little knowledge with the concern of Grace. As what I have known if you are already an NCLEX passer in a particular state you only need to apply for an endorsement (reciprocity) to the BON of that particular state where you would plan to transfer. Also, there are states that belong to what they call compact state. In this case, if it happens that you took your NCLEX in one of those compact states and got your license there you can practice as an RN using your licence to all states that belong to that compact agreement. You can search on line those states that are members of the Nursing Licensure Compact agreement. I hope I shed some light here.

      The only problem is, as of now, New York and even California is not a part of compact states. That's why they have their own set of requirements if you want to transfer or endorse your license to them. I have a lot of friends who are processing NCLEX in California, and they need to enroll again in some nursing subjects in order for them to fill the California's required units. If you have other options to move to aside from the state of California, the better.

    1. Hi there! There is only one document that needs to be notarized. And that is the Signed Notarized Application form.
      Anyway, I have no idea that CGFNS offers online notarization. That is good news though! But I have no clue how fast it is and how much?

    I hope you can help me with my concern, I'm trying to help my brother in law for his NYSED application. He processed his nclex application since Nov 2019, he already paid $143 got an ID and done submitting his requirements. Unfortunately he didn't received email from NYSED that they got all his requirements. The only email that he received was receipt for the payment and Application ID. I'm trying to retrieved his application but i don't know where to start. I cannot check online if NYSED received his requirements before. I also tried doing new application but but it shows warning sign that application has been made previously and i couldn't continue.

    Do you have any idea how to check application status and/or should we submit again his credentials (TOR and PRC verification)

    1. Hi Yeng, since your brother in law already had an application, it means its been saved into the computer system of NSYED.

      First thing you need to do is ask your brother in law if he created a CGFNS account. Because you can just log in on CGFNS account to check if all of the required documents (TOR and PRC) have been approved and meets all requirements. It will show up on his CGFNS account.

      If the requirements are all complete and CGFNS already sent them to NYSED, you need to call NYSED for an update. Maybe NYSED already sent your brother in law an Eligibility letter and its on a spam folder. You cannot go online on NYSED because once you started an application on NYSED, you cannot redo that application again. NYSED application is one time process only. If you have changes, you need to call NYSED. Unlike on CGFNS application, you can log back in on your account for changes in information.
      So, if all the requirements are complete according to CGFNS, then Call NYSED for inquiries and hopefully they can just send again the Eligibility letter if they can still do since this has been from 2019 or they can discuss with you the reason for your brother in law not receiving any updates or the Eligibility letter.

    After you became a US-RN and you started applying for a job in New York, did you take IELTS or TOEFL to be able to land a job? Do you need the English test to process your visa or if you apply a job through an agency? Or is it not required at all?
    Another scenario, what if after months/years of working in NY then you decide to transfer to another state, will they require you to take IELTS if you did not have one previously?

    1. Hi Yanyan, sorry for the late response. I think you can do that. But, I think its best to contact CGFNS directly because usually when you submitted your credentials to CGFNS, they will inform the Board of Nursing or state that your are applying to, and might have a little confusion over there for the BON.
      Another option is, when you are ready to move to another state, that's the time to look for their requirements and that will also be the best time for you to process CGFNS.

    1. Hi Daf! Oh no! I felt bad for you and for the people that has a long names! Anyway, I have never encountered this because my name is short and so as my friends and colleagues.
      I think it's better to contact NYSED directly about this matter. Because your full name should appear the same in all of your documents from CGFNS, NYSED and Pearson Vue. On Pearson Vue, you need to show your passport on your test date. So every documents you submit prior should be identical to each other.

    4. somebody who had the same problem, told me to just cut my name in the application, attach a letter explaining the situation and stating my full name; also attach a scan of your passport and another id; he told me that nysed said it was fine and they'll just continue using the cutted version of your name for further transactions but note officially your full first name :D

    1. Hi there! Try to ask your school if they stamped the forms with the school seal, that might be the problem.
      Or maybe the location of the signature on the forms were your school suppose to sign the form, the school signature might not be on the line or they just forgot to sign the forms that was sent to them. Hope this helps. You need to be slightly proactive on your papers because sometime our schools doesn't care that much on these forms and application.

  48. Hi! I did my NYSED application I think it was 3-4 months ago and the CGFNS already sent my credentials to the NYSED for evaluation. After 2 months, I did a follow up on my application and received nothing in my email. I was wondering how long would it take to have an Eligibility Letter/NCLEX approval or does it mean I'm not approved by the NYSED?

    1. Hi there! Eligibility letter should arrive sooner thru your E-Mail. Did you check your spam folder and such? If no updates, double check on your CGFNS account. It should say "all credentials/requirements met". If so, then that's the time you can contact NYSED for an update. I don't know if they lag behind because of pandemic. Thanks!

    1. Hi there! Sorry for my late response. For me, it's better to do the 2 coursework so you don't need to worry about it. It will only take less than 2 hours to complete those. Plus you can do it online! Just pay them thru credit card. Wild Iris is what I enrolled into. Good luck!

Hi!, I believe theres a separate document available for download in you cgfns account thats for notarization (it the one with the huge watermark across the pages with all you info). just notarize the last page, specifically, let the notary public follow the instructions set on the last page, and you'll be good to go.

    3. Sorry for my late reply! The form "Signed Notarized Application" on CGFNS is what needs to be notarized. If I remember it right, there's a specific area at the last page were the stamp or seal should be placed. Remember, sign the last part same time as you going to do the notarization. The date you signed it and the notarized date should be the same. Good luck!

    I graduated BSN in the Philippines way back 2011 ..practiced for 4 years in the hospital then Immigrated here in Canada 2015.. Sad to say I did not upgrade my nursing education here as NNAS required me to go to 2 yrs more of education.. anywhos..I am now a Canadian Citizen and planning to get back on the Nursing Field ..my PRC license is still active since I renewed it online .. now to my question haha .. I cannot find anything online if after all these years I can take the New York Nclex exam .

    1. Hi there! Congratulations for being Canadian citizen! As to your question, there is no age limit for taking NCLEX exam. Second, taking NCLEX exam in New York doesn't require that you graduate recently, as long as you can provide the requirements (which is here in my blog post) you can be an RN in New York state. It does not matter if your not an RN in Canada, as long as you are BSN graduate, you can apply for NCLEX-RN here in the states. Good luck and keep us posted!

    1. Hi there! Regarding to your question, can you still log-in to your CGFNS account that you made before? If so, go to your profile and you can easily just change and type your new surname and other changes in your information such as contact number, address, etc. As for the credentials, CGFNS can save your credentials online for 4 years initially. After that, you need to purchase to them an extension to extend how long they can keep your credentials in the system. I don't know if you have CGFNS kept the credentials you submitted from 2009. If not, better start again with the CGFNS-CVS application which is CGFNS for New York.
      Now, if you can't log in to your account (account that you made from 2009 or so) and the E-mail you currently use was different from what you have before, maybe you can start with new account on CGFNS. Good luck!

    My CGFNS portal says 'Reoort issued' in red letters but they are still asking for additional documents.I couldn't figure that out. Similarly,it does say that waiting for notarized applicaton documents. However, I have already sent notarized application long time ago. Confused.     1. Hi there! Since this is CGFNS-CVS, you don't need to contact PRC. After you sent the forms to CGFNS, CGFNS will contact PRC that they're going to need your license credentials for your NCLEX-RN application. It should be CGFNS to PRC transaction.

    There is no option to skip mandatory online course on NY application. I choose 'I completed the online course and course provider will submit report electronically' even thogh without completing a course. Do I have to finish it right away or can I wait until I get eligibility for NCLEX

    1. Hello there! I have no experience on taking the required courses "after" getting the eligibility letter. For me, I think it's best to take the 2 courses as soon as possible. Because it really won't take long. You can just purchase online and answer a few questions. It's better to take it now so you got plenty of time to focus and review for your major exam later, which is the NCLEX-RN. Good luck!

Do I need to reapply and start from the start or do I just need to contact the pearsonvue?     1. Hi there! Regarding to your concern, reapplication? Meaning, you've processed NCLEX-RN in New York before? When was your last application? Did you check your GCFNS account? If its been a very long time, you might be going to start from the scratch. First, you need to update your CGFNS account with all your personal info if there are changes. If you can't access your CGFNS account anymore, try to recover it if not, then create a new one. And then follow the steps above on the blog. Hope this helps. Thank you!

    1. Hi there Jane! You can edit your date of birth on personal information by logging in to your CGFNS account. Then make sure all info are correct before notarization.

  60. Hi, just wanna ask if the CGFNS will handle all the transactions including validation without asking me to go to my school or prc? I am currently working overseas so basically i couldn't do it all alone and most of my relatives are away from home. Thanks.

    1. Hi there! Sorry for late reply. Fame is right! If you're going to use CGFNS, they will process your school credentials and PRC transactions. All you need to do is wait on your CGFNS account until all credentials are complete and correct.

  61. Hi Jeff! Thank you for the informative post. I graduated BS-RN in the Philippines, 10 years ago and I was able to take NCLEX in New York without PR license because it was not a requirement during that time, unfortunately I did not pass the test. This year I plan to take the test again, can I re-apply again without the PR license? Thank you.

    1. Hi there! Sorry for late reply, PR license you mean Philippine RN license?
      If so, I think yes. But if your PH-RN license just expired, you need to include your expired PRC license info in filling up information in your CGFNS account. As it is important to include that you had once an active PH-RN license.

    1. Hi there! Sorry for my late response. It is really up to you. I mean, do you already have green card and be able to stay here in the US? If so, you can take the exam in the US or in the Philippines. But if you don't have the means to stay in the US, take the NCLEX in the Philippines and apply for work in several nurse recruitment/recruiting agencies that hires nurses there. Good luck!

  64. My friend made a mistake while filling form 1. In her date of diploma awarded, she filled 10/2019 but the actual date is 01/2020. I tried to contact office of the professions but I didn't get any email address to contact them for this particular problem and office of the profession's paper form is also unavailable for this scenario. How can I contact them and fix the problem?

    1. Hi Anisha. Sorry for my late response. With regards to your friend, Form 1, meaning the Verification of Academic records for CGFNS? Ask your friend to double check on her GCFNS account if your friend can edit the information there by just logging in.
      If not, all you guys need to do is to call CGFNS and you should call on working hours and working days here in the US. Good luck!

    1. Hi..No. You need to wait. the CGFNS will forward the verified documents to NYSED. and you need to wait for ATT to take the NCLEX.

    2. Hi there! Before you can take the actual NCLEX exam, you need to get your Authorization to Test (ATT). And before you can get your ATT, GFNS should be able to send all your credentials that they collected to NYSED in order for NYSED to issue you your ATT. It is quite a waiting game but you're almost there! Good luck!

    1. Hi Joy! Oh no! Seriously? This is the first time that I heard about that SSN question. In my time of application you can click no.
      So your telling me there is an option for "NO" but you can't proceed? Then what is the purpose of having that option if you can't click it. It doesn't make sense.

      Did you try to log out, turn off computer and restart the process? I hope it is just a glitch. What are the othere available options?
      You should be able to pick an option were you can send them your SSN later. Let us know about this situation. Thank you!

    1. Hi Issa. You can choose to use or not use CGFNS-CVS for NCLEX application in New York.
      The pros of using CGFNS is that they will have your credentials for several years. Meaning, when you applied for job and that job is NOT in New York, you can easily pull out your credentials from CGFNS because different states has different requirement when transferring your license.
      If you didn't want to use CGFNS and lets say you applied for a job and that job is located outside of New York like for example California, Texas etc, then you will need to send your credentials to them based on their criteria. (Every state has different BON and different requirements).
      If they say your credentials should come directly from your school and PRC, you should be able to process that.
      And if you already lived in the US, processing those type of documents when you're far away from the country that you graduated nursing can be really a hassle.

      CGFNS will take a little bit of your time and money right now, but so worth it in the long run. Good luck!

I am wondering if I still need IELTS and visa screen for me to practice in NY. Interested in travel nursing only in NY. Thank you in advance.

    1. Hi there! I'm not sure about the IELTS requirement on Visa Screen, but they might require you for that if you are applying for some sort of Work Visa.
      But with regards to that matter, I'm not 100% sure. I think it's best to contact your Travel Nurse agency. Good luck!

First of all, thank you for your availability to give us information. my question is that it is 4 months since i applied for my NY foreign nurse but i used form 2 and form 3.i sent all the documents they need. Every time I call them to check my status they say it's still in process, I wanted to know are they going to send me the answer by e-mail Or is it by e-mail address??   70. hi jeff, i'm a bit confused. do I need to submit step 3 alongside step 2? My step 2 is done and cgfns status says "meets all programme requirements". i'm just a bit confused if I need to complete the nysed application and then wait for them to review that before receiving my att? I just assumed cgfns completed it all for you! I've done the two ny state mandatory courses just in case. thanks so much Jeff!

    I just want to clarify something. Did I get it right that once your credentials were already evaluated by CGFNS you need not have to go through that step again when you want to retake the NCLEX-NY? I took the test years back and i want to try again. I just want to know so I know where to start.

    And also, if apply for nclex - Florida? Do i need to skip the "checker" step?

    Last question. Back then the review center assisted us in our application and since its been along time. How can I verify if the review center applied us at the state of NY?
